Bowmer + Kirkland is delivering the £119 million Kirkstall Road build-to-rent development in Leeds on behalf of Glenbrook and Legal & General. As principal contractor, the company is managing one of the city's most significant regeneration projects, delivering more than 618 new apartments across a large, multi-phase brownfield site alongside the River Aire.
With more than 300 operatives working on site each day and multiple buildings under construction simultaneously, maintaining the highest standards of fire safety is a key priority. To provide reliable, adaptable protection throughout every stage of the build, Bowmer + Kirkland selected Ramtech’s WES wireless fire detection and evacuation system, integrating more than 500 wireless devices with the REACT cloud-based platform to deliver comprehensive, site-wide fire safety and real-time system visibility.
Maintaining Fire Safety Across a Dynamic, Multi-Phase Site
Construction sites are constantly evolving environments, with layouts, structures, and risks changing throughout the build process. At Kirkstall Road, the scale and complexity of the development presented several challenges in maintaining effective fire safety. As work progressed across multiple phases, site configurations changed regularly. Temporary structures, varying building heights, and different stages of construction meant that a traditional wired fire alarm system would have been difficult to install, adapt, and maintain without significant disruption.
Ensuring every worker could quickly receive and respond to an evacuation alert, regardless of their location on site, was a key priority. At the same time, Bowmer + Kirkland required greater visibility of system performance, both for on-site teams and for stakeholders managing safety remotely from head office.
The ability to monitor alarms, identify maintenance requirements, and maintain oversight of system status remotely was essential to ensuring continuous protection and operational efficiency.

To meet these challenges, Ramtech deployed WES, a fully wireless fire detection and evacuation solution specifically designed for dynamic construction environments. More than 500 wireless units were installed across the Kirkstall Road site, creating a comprehensive fire alarm system capable of adapting alongside the development. The wireless design allowed units to be quickly installed, relocated, and expanded as construction progressed, providing reliable protection throughout every phase of the project.
The system delivers clear audible and visual evacuation alerts across the site, helping ensure that workers can respond quickly in the event of an emergency. The solution was further enhanced through integration with REACT, Ramtech’s cloud-based platform for managing and communicating site events. By connecting the fire detection system to a centralised platform, site teams and Bowmer + Kirkland’s head office gained real-time visibility of system activity, alarm events, and overall system status.
